This is similar to slavery, which isn't outright banned in Islam but looked down on. Concubines were war booty, and if there was an Islamic war now, concubines probably would be acceptable. But right now we are not allowed to have slaves nor concubines.

A concubine is essentially a woman who you are in a long-term, exclusive sexual relationship with but not married to.

You could say that this allows girlfriends but not casual sex? That would make sense.
