You hinted that the country is somehow better off now, because as you pointed out - "neglected regions" all of a sudden saw sprout and "civil infrastructure" even though there are none in sight. Instead you have so-called businessmen building sporadic structures in these regions without proper supervision, without any liability or accountability. No amount of glittery villas without proper sanitation infrastructures and constructed on un-paved roads is going to make up for a country that still remains without a government. It simply defies logic, unless of course you want to tell us you are profiteering from this set-up.
