Saaxo is a Mareexaan and Sacad deegaan. Puntland has been arming wagardhac to fight Sacad ( typical Dabayaco can't fight their own battles ). But this doesn't mean it is part of Puntland. The mayor of Saaxo even said "Puntland ma maamusho Saaxo".
