Like I said that didn't seem to stop Zakariye from getting a high position in NISA.

In democratic process it's not for the President of the federal government to decide who can run for what position.
What about the HG leader of Haramcad?
I'm not familiar with him at all. Who is he?

Used to be an AS leader. So this isn't a clan thing. Anyone who surrenders and makes a deal with the government, the deal is honored. Just compare Roboow when he first surrendered after killing many people from different areas of Somalia. He was a free man.
