he was the president of the country and at the end of the day he had the say of who was to be excuted on the folks who were against his administration. just as Bush said he is personally to be held responsible for everything tht went goes wrong with iraq at the end of the Mr Siad Barre was the president of the nation and he wasnt suppose to be excuting opponents of his ruthless administration and as for tribal issues he is the one who started bitting tribes against each other so yes he is responsible. so dont lecture just cause he comes from ur clan and u enjoyed special privilages under him so obviously u will agree with all the shit he did.
