Like Arabman said it kinda depends. If I try I can put a Name, address and even a phone # on IPs as long as they're in the Greater Toronto area.

Correct. Any law enforcement agency like your local police, sheriff's office or the FBI can access that information.

What about a person like myself who lives outside Canada but sometimes uses an illegal Canadian IP address tied to an ISP when not having a legitimate account? How do you track that?
