SNM Factor in making of Somaliland Part II
In My last article dated June 9th, soon after the decision of the first rejection of NEC (National Election Commission) by the House of Representatives, I mentioned that “No Awdalite or Sanaag” candidate will be accepted as long as we have the power. They rejected the 2 candidates again after all the efforts were made by the guurti & the president to approve them for the job. In the last resort of the Somaliland government stalemate 2 new NEC candidates where submitted by the president for approval to the House of Representatives and urged to waste no time as the NEC are supposed to do their job in the forth coming elections soon. A change of heart all of sudden, unexpectedly the 2 candidates were approved unanimously by all the 64 Representatives save one, too good to be true (it served some interests any way).
This shows that the House representatives are lobbyists for their family clans. For instance all UDUB party members in the House of Representatives voted for the 2 previous NEC candidates in the second attempt for their interests but the opposition parties rejected them, so there was no chance for approval.
Look at the following figures, it is no doubt that non-Isaaq clans have no chance what so ever to win any motion in the house, unless it is over turned for other interests. There are 5 clans in Somaliland. Is this justice?
Somaliland House of representative 70% Isaaq. 30% others
Somaliland House of elders 60% Isaaq. 40% others
Somaliland Executive chamber 70% Isaaq. 30% others
Somaliland Justice 100% Isaaq. Others 0%
Somaliland National Election commission 80% Isaaq, others 20%
Somaliland Political parties 0% from Awdal & Sanaag regions.
Given above, there is no balance of power in the government, disparity of seats allocated were intended to humiliate, abuse and make the regions of AWDAL & SANAAG second class citizens in their own country with not rights at all, the confusion & the chaos caused by the mere approval of candidates from Awdal & Sanaag was outrageous & in acceptable by all standards. They showed off their power and even the president was helpless after two attempts but to join at last.
This brings us to the reality of the above case in hand, as we look back the history of the making of Somaliland today and the chronological unfolding of events.
One wonders how we got into this mess in the first place. Let’s put things into perspective, so that, we understand what went wrong, formation of SNM, declaration of independent, the ethnic cleansing, banning all political parties except SNM, the SNM flag and what makes the present Somaliland government tick. Siyad Barre’s clan family favoritism was copied and put into practice in Somaliland. Awdal has become a victim of both tyrant regimes.
In retrospect let us have a glimpse of the situation of Somalia & Ethiopia in late 70’s & 80’s to shed light on the quagmire, the stalemate & confusion of the present day SNM Somaliland.
By late 80’s, Ethiopia and its allies regained control over the Ogaden. Siyad Barre proved unable to return the Ogaden to Somali rule, and the people grew restive. Both Ethiopia and Somalia had followed ruinous socialist policies of economic development, and they were unable to surmount droughts and famines that afflicted the Horn during the 1980s. Faced with shrinking popularity and an armed and organized domestic resistance, Siyad Barre unleashed a reign of terror against the Somali people where ever they are north & South by the Red Berets (Duub CASs), a special unit recruited from the president’s clansmen.
Organized opposition groups began to emerge, and in dealing with them Siyad Barre intensified his political repression, using jailings, torture, and summary executions of dissidents and collective punishment of clans thought to have engaged in organized resistance.
The consequent refugee influxes forced as many as half a million northern Somalis fled, becoming refugees in neighboring Ethiopia and Djibouti dependent on humanitarian handouts. Many of them managed to leave for Europe to claim refugee status.
Taking advantages of the situation back home, coupled by group of Isaaq secessionist aspirations which dates back to early 1960’s of Somali independence, these group felt they lost out in the union. (Washington report April/May, 94).
As confirmed by Mr. FC Waraabe in his recent UCID party speech , “Sanadkii 1991-kii 18/ May waxaynu Burco kaga dhawaaqnay madaxbanaanideenii oo aynu soo helnay markay inaga luntay 1960 waxa lagu heshiiyay in Ururkii SNM laba sano loo dhiibo dalka beelihii kalana way inugu ixtiraameen.” (F C Waraabe, OGAAL, 31/07/07).Which can be literally translated as on 18th may, 91. “We (Isaaq family clan) declared in Burao the independence that we regained after we lost it in the union and it was decided that SNM (Isaaq Party) to rule the land, the northern part of the country (Somaliland) for 2 years, while the rest of clans (non-Isaaq) respected us (not consulted)”.
On the contrary, according to (Washington report, April/May, 94), the members of the Isaaq clan have served in every major post in the Somali government save that of president. Somaliland President Egal, for instance, was prime minister of Somalia from 1967 to 1969, and has also held the education and defense portfolios.
To fulfill their secessionist aspiration & objectives, a group of Isaaq refugees formed SNM (Somali National Movement) a family clan Party in April, 1981 in London, UK which gradually evolved into the armed terror group the Somali National Murderers (SNM).
