Study carefully and construct an analytical framework in which we can resolve the standing issues of Kismayo. Kismaayo is still locked in a sorry plight as it was before with gross human rights violations. Adan Warsame, the author of this declarative article was born and raised in the city and sees the city and its residents oppressed and ruled by tyrants. What conflict resolution might you propose for the anarchic situation in Kismayo and returning power and prestige to its suffering but also ethnically cleansed people.

Kismaayo Cries for Justice

Killings, atrocities, and ethnic cleansing have become a common practice since a ruthless Jubba Valley Alliance (JVA) who came from the central region of Somalia (Galgaduud) had made incursion into Kismayo city for 7 and 1/2years ago when Kismayo fell into their hands. The JVA have started eliminating Kismayo residents from the city. As a result, thousands of native Kismayo residents lost their lives, and tens of thousands became destitute and homeless as they were compelled to flee to the refugee camps in the neighboring countries, and their houses were occupied by the Jubba Coalition Clans with their militia.
During that time, one of the alliances had started massive migrations from Galgaduud to Kismayo in order to make ‘land-grab aggressively.’ and claim absolute majority of the city. The indigenous people who left behind have faced continuous harassment including raping, looting, beating, and murdering. They were forced to run away from Kismayo to somewhere else for the safety of their lives.
On November 2006, an Islamic Court Council (I.C.C) took over Kismayo City after the alliance had spilt and crumbled into two tribal lines. One supported the I.C.C due to its clannish relationship and the other one was led by Barre Hirale who fled to the Gedo region of his clan-dominated region. Barre’s Militia attempted to retake Kismayo once again but lost the battle of Bu aale with the I.C.C.
On December 2006, when the Transitional Federal Government (T.F.G) militarily defeated the I.C.C in the southern of Somalia with Ethiopian support. The natives of Kismayo who were in the refugee camps got glimpse of hope and started to come back to Kismayo while others were preparing to come back to Kismayo. However, that hope didn’t long last as the militias of Barre Hirale have orchestrated a plan of coup against an Appointed Official Federal Authority. The Appointed Official Federal Authority were ousted and humiliated. Since then the militia of Barre Hirale seizes control of the city.
The primary intention of the coup was to help a group called a Wahdat Al-shabaab and its sub clan coalition who were battling with the T.F.G’s presence in Mogadishu for opening a new front of battleground to defeat the government. But that battle did not long last when the heavy loss inflicted to the Wahdat Al-shabaab with its ally by the T.F.G and her Ethiopians Support
In spite of that clan based coup d’etat against the Appointed Official Federal Authority, the Federal Government dispatched a high-level delegation led by the Interior Minister Hon. Dr Mohamed Shiekh Mohamud Guled (Gacmadheere) to pacify the situation and resolve the crisis between the clan militia of Barre Hirale and the ousted and humiliated Appointed Official Federal Authority. After several days of mediation between the two groups, the delegation made some recommendations in order to defuse the problem, and avoid the confrontation and further escalation in violence in the area.
Nonetheless, despite the recommendations of the delegation, the clan militia of Barre Hirale which controls Kismayo has remained as defiant of Government orders and broke all the rules of government terms, and continued to do all the forms of illegal acts of their past. Even though the federal Government is gaining control and establishing law and order in the entire southern part of Somalia except the Lower Juba Region (Key Port City). The key port city still remains under the control of the clan Militia occupation and Warlordism, anarchism, That clan militia is committing genocide and horrible crimes against humanity in Kismayo, and once again, the indigenous people of Kismayo are subjected to all kinds of horrendous and unbearable evil.
On the other hand, Kismanyo became a safe heaven for the remanded of Islamic Courts Union and their associates: the Wahdat Alshabab, Militia of Yusuf Indhacade, and Somali Opposition in Eritrea. All of these groups are reforming, mobilizing, and setting bases in Kismayo in order to launch major militarily operations and attacks against government troops in the proximate provinces. Eritrea government is supplying all kinds of weapon arsenals and explosives to these groups.
The return of Jubba Alliance to prominence in the Lower Juba region, Kismayo is becoming like Mogadishu was before the arrival of the Federal Government. It’s certain the Federal Government will face tough challenge and prolonged fight in Kismayo for the foreseeable future unless the Federal Government acts very soon to quell these destructive forces. As an alternative, if the Federal Government makes any concessions and negotiations with these groups, it will open Pandora's box that would be tantamount to rewarding for bad behavior and trigger for inviting more trouble to undermine the process of national reconciliation. And it would be a good moral boost to other rebels and Mogadishu’s terrorist based groups who are receiving explosives devices and other weapons from Kismayo to escalate in violence. Nonetheless, the only long lasting and viable solution to the current issue of Kismayo is a military solution that will give the right message to the other rebellion groups. That solution will restore the basis for system of governance and Somali-Government’s credibility.
