Somalia: Conference in Gedo region to elect new governor

GARBAHAREY, Somalia Sep 17 (Garowe Online) - A conference in southwestern Somalia is intended to elect a new governor for Gedo region after months of quarrel between two government-appointed contestants for the post.
Hundreds of delegates from all districts in Gedo are attending the conference in the provincial capital Garbaharey, including government officials, clan elders, intellectuals and community leaders.
The Garbaharey conference has not officially opened yet, but yesterday delegates listened to brief addresses from senior officials running for office.
One insider told Garowe Online the delegates would appoint a 24-member committee selected according to clan and district balance. That committee would in turn elect the governor of Gedo from a pool of two candidates.
Each candidate is claiming to be the "legitimate" governor. Hussein Sheikh Abdi was appointed from Mogadishu first but the federal government named another man, Adan Ibrahim O'Hersi, to the post of governor under a state of emergency law earlier this year.
The conference partially arose out of a need to reach final settlement on the matter, according to those familiar with the ongoing process.
The Garbaharey conference represents a grassroots approach to local governance, said one intellectual attending the conference. He likened the ongoing process in Gedo to a process that recently completed in nearby Bakool region where locals successfully elected a governor in a unique blend of democratic and customary practices.
