WANTED: Cali Ganey (Cali Waaw) – Public Enemy No. 1.

In every community or nation, during any war or some other natural calamity there will emerge two categories of people. There will be heroes and heroines and there will be villains and traitors. The world is full of examples of such people. I will not delve into the heroes, heroines and villains of other nations or peoples but will delve right into some of our own in parts of Somalia today. I will not even venture into other parts of Somalia to look for such people although there are lots of them everywhere. I will address those who are closest to me and supposedly have a common lineage with myself. I will talk about Cali Ganey of Lower Shabelle.

Cali Ganey popularly known as Cali Waaw because of deviant habits and terrible greed and temper is a native of Qoryooley and belongs to the populous Garre clan. He worked for Abdullahi Yuusuf during his struggles against Siyad Barre, went to prison for that and made a name for himself as a ruthless individual who cares about nothing except what serves his interests directly.

After leaving prison and running riot in Mogadishu for a while he was hired by Yuusuf Indhacadde as his military chief. Together with Nuuriye Cali Faarax and Jaamac Baloow they served their master well and terrorized the people of Lower Shabelle. While Jaamac Baloow and Nuuriye Cali Faarax are both related to Yuusuf Indhacadde, Cali Waaw was just a hired mercenary sent to milk and bleed his own people. He set shop in Marka where he ruled supreme, robbing, torturing, raping and murdering innocent people with impunity. He was viewed with fear and hate by many including his own relatives. But Cali Waaw (his nickname Waaw indicates his state of mind) is neither sensitive to human lives generally nor responsive to blood or other relations. He is a mercenary, a bandit and a dog of war all rolled into one. He is Public Enemy Number One and should be put on a list of wanted individuals in the International War Tribune.

Cali Waaw is the man who led Habar Gidir militia against the legal administration of Lower Shabelle when it relocated to the region. Cali Waaw is the man who travelled to Baraawe with the new Chairman of the District but handed power over to Cabdullahi Xalane Dhuxuloow and actually ridiculed the people of Baraawe. Since that trip to Baraawe, Cabdullahi Xalane Dhuxuloow regained power and continued with his terror campaign against the people of Baraawe and indiscriminately chopping trees for charcoal. Only yesterday Dhuxuloow’s men killed innocent nomads in Kuunya Barroow when they objected to charcoal burning.

Cali Waaw is the man who carried a list of an all Habar Gidir police force to Mogadishu so that they could be regularized as the legitimate government force. That list was accepted and together with his deputy Nuuriye who was also included into the new administration they took over power in the region again and formed a second Indhacadde administration.

Cali Waaw is the man who contradicted the directive of the regional administrator Dr. Cabdulqaadir Sheikh Maxamed Nuur when the later ordered all big guns and ‘technicals’ surrended. Cali Waaw directed that the police force and the commanders including himself can carry those weapons anywhere they want with impunity. The Governor never reinforced his directive after that.

Cali Waaw is the man who wanted to hand over all the road blocks and tax collection centers to his men chasing away the legal revenue collectors. His policemen are now manning those checkpoints and fleecing innocent people of thousands of dollars everyday as they used to do during the Indhacadde administration. All the money collected will never be surrendered to the legal administration but will end up in the pockets of Cali Waaw, Jaamac Baloow and Nuuriye Cali Faarax, with a little going to Mogadishu to placate those who appointed them in the first place.

Cali Waaw is the man who forced the legal chief of police in Afgooye to quit because he refused to obey his illegal orders. He is the man who is now campaigning to depose the legal administration in Wanlla-Weyne and replace it with the former rulers. He is the man who has given Dhuxuloow a free ride in Baraawe. He can not go and do the same things in Awdgeegle and Qoryooley where he belongs because his own people have disowned and chased him.

That is why Cali Waaw is public enemy No. 1. All those who support him, appointed him, obey him are accomplices to the crime against humanity. We at the SSU condemn without reservation all acts of violence against the people of Lower Shabelle. We condemn the Federal Government that has appointed Cali Waaw and his cohorts into the administration disregarding the wishes and aspirations of the people of Lower Shabelle. We call upon the Federal institutions especially the minister of internal affairs and the president to remove these criminals from our midst.

We condemn the violence against the people of Marka. We condemn the siege of Wanlla-Weyn. We condemn the occupation of Afgooye, Baraawe, Sablaale and Kurtunwaareey. We condemn all those elected leaders who are silent about the violence being perpetuated against their own people. We support BIREM and all other peace loving and democratic forces that are eager to free themselves from the york of slavery and domination.

We call upon the governor of Lower Shabelle to come clean on the issues that are undermining his administration. There are roamers that he is either incapable of doing his job or that he is being undermined by the Federal authorities. We want to know from him and so far we are not encouraged by his utterances so far.
