Where is the best area to live in London?

Somalis are ranked the lowest in terms of employment, education and all other social indicators.
I would like to ask, do Somalis in different parts of London have different quality of life. For instance, why is it that Somalis who live in Tower hamlets and Kensington and Chelsea, two areas with contrasting levels of employment and educational standards, are still the same in terms of employment and education attainment?
Why are somalis in london failing? is it biological or social !!!
