Duqa Afwayne was a dictator. people resorted to voilence because that was the only means necessary to gettting rid of the SOB.
In his last days he realised that fighting a determined and a powerful clan like the Isaaq was a self defeating which was only backfiring on his regime. That was why he did everything under his rule to try to normalise relations with the Isaaq by bribing them with "high level positions" among other things. Just like how he lured the Dhabayaco (Sii Soco Sooco Dumarka u Faan). But unlike the Dhabayaco who were all "Mansab Doon" or "seeking positions of influence" the Isaaqs were not into that shyt and everytime gave Afwayne the middle finger.
In the meeting held in Djibouti in the summer of 1987, Silaanyo told Afwayne's delegation that "It was either you or us, one of the two must go". That harsh line from the SNM prompted Afwayne to drastically change his politics and tried to normalise the relations with Ethiopia by giving Mingistu the Ogaden and the two dictators agreed to stop supporting either's rebel movement.
What Afwayne didn't realise was the fact that the SNM was a community based organisation and the Ethiopians had no say in what the SNM did or what it will do. The SNM was financially supported by the Isaaq Diaspora and food was provided by the Isaaq nomads. For armoury, the SNM relied on the captured arms from Afwayne's army. In essense, the SNM was a fully mobile rebel group.
What Afwayne wanted in his agreement with Mingistu was to cut off the SNM but it backfired and fastened his downfall when the SNM relocated its command and HQ inside Somalia territories and ending its exile in Ethiopia's Somali region.

The Somali government did an OUTSTANDING job of routing out and destroying the rebels in North Somali who were fighting for narcotics, GOD BLESS THEM.
Alluring, while ceydiid and usc controlled muqdisho the SNA still controlled hargiesa.
