The same as in they are both autonomous regions. The same as in they are both friendly with the same circles (Eth, Dj, Kuwait...). Sure. But if you look around the forum, you won't find so many, if any, Puntland kiddies threatening to cook the balls of everyone "Darwiish" man, woman, and child.
