Mogadishu is a large city, a metropolitan in Somali terms lol. If heavy fighting rocks sections of the city, it does not mean that the whole city is burning. Since 1991, clashes happened but live continued in the districts where those clashes did not occure. Only during the 4 months war, was the whole city in flames. Since then not really.

Nothin was rebuilt after the 4 months war and all the clashes after it. Xamar is done with, as it cannot even produce ministries and institutions even if a true Gov were to arrive, due to lack of infrastructure capacity. Also the capitol can't be moved. The destruction of Xamar is a big thing holding Somalia back actually.

Before the Ethiopian occupation, Xamar with all its chaos had the biggest educational institutes and there was more developments than any other city in Somalia, not to mention the flow of money and biz into and out of the city. Mogadishu as we knew it is destroyed, no doubt. But a new Mogadishu could be seen rising above the ashes of the old one, before the Ethiopians came in and destroyed this new flower.
Mogadishu after 1991 could be seen as a garden full of weeds, and a few flowers still struggling against these unwanted elements (weed) for water, sunlight and space in order to blossom. The only thing the city needed was some authority that could cut the weeds in order for the flowers to blossom and beautify the city.
The Ethiopians undoubtly ruined the garden with their relentless carpet-bombing, but the flowers are still visible and will eventually beat the weeds.
