If Somaliland is really serious about getting recognized, why do they need the U.S Congress to approve it.

its the "i scratch your back, you scratch mine" theory going on here i america wants something-to have a military base (babera will be USA new base once somaliland is recognised) in somali where they can target muslims (in their words they call the shiekhs' terrorist) people in. somaliland- wants to be recognised.
