From 2000 to 2004, Transitional National Government opposed the warlords and clanlords who had carved Somalia into a feudal patchwork. The government was made up of technocrats, beurocrats and former government administrators. The army, though small, was loyal to the government.
The TNG failed because these same warlords and clanlords banded together to form the SRRC. Ethiopia did not take kindly to the TNG's belligerent attitudes to their protectorates in Somaliland and Puntland, and chose to undermine the TNG's authority and set up a "second reconciliation conference", this time in Kenya.
Kenya, as you will remember, has a mutual defence treaty with Ethiopia against Somalia, and the two nations have had an anti-Somali policy since the early 1960s.
Ethiopia insisted on giving the presidency to one of their own, and as Somaliland had no interest it fell to Meles Zenawi's #2 choice, Abdullahi Yusuf, who "shockingly" won the presidency. Just as "shockingly", the warlords and clanlords were all given parliamentary positions or even cabinet positions. The beurocrats, technocrats and former government officials were all sidelined, save for those who agreed to play ball with this absurd plan.
Patting each other on the back for a job well done, Kibaki and Zenawi assured themselves that Somalia would never again threaten their borders. And soon enough, their hard work paid off, as the authority of the new government evaporated, as the warlords and clanlords made sure that the government would never again interfere in their domains.
Sadly, they didn't count on American stupidity. In order to get more weapons and money, Hussein Aidiid and some of his associates came up with a great scam. They formed a fake counterterrorism organization called the "Alliance for the Restoration of Peace and Counter-Terrorism", and rounded up anyone the Americans wanted to interrogate in exchange for cash. Also, American special forces were given free reign of the ARPCT areas of Mogadishu.
This ticked a lot of people off, and thus the UIC was born, defeated the warlords and clanlords, and Ethiopia was put in the awkward position of propping up the exact government they wanted to die a quiet death.
Had the TNG succeeded, Somalia would have emerged with a strong and united government by now.

Somalia's peace process is close to collapse, according to regional leaders meeting in Kampala, Uganda, on 25 October. After the signing of the ceasefire a year ago in Eldoret, current talks in Kenya on reconciliation and power-sharing were meant to lay the basis for the restoration of a national government. Instead, more than half the Somali factions (especially those that occupy, but can't administer, territory south of Mogadishu) have walked away from the talks in Kenya and formed a 'Somali National Salvation Council' (SNSC). Those who remain are mostly those allied to Ethiopia, the power behind the conference.
As for Indha'adde, his crime was not joining the TFG. His buddy Musa Sidi Yahlow was also an al-Ittihad funder:The idea of the Transitional Federal Government was to share senior appointments proportionally: four for the big clans (Darod, Rahenweyn, Dir, Hawiye) and one-half for others, such as Gibil Ad or Bantus. It doesn't. Most TFG members were in the Somali Reconciliation and Restoration Council (SRRC), which Ethiopia set up in March 2001. Addis Ababa wanted a prime minister from a strong clan it could influence and didn't allow President Abdullahi Yusuf Ahmed (Darod/Majertein/Omar Mahmud), his own choice. He got Ali Mohamed Gedi (Hawiye/Abgal/Harti/Warsengeli).
Al Itihaad al Islamia (AIAI, Islamic Unity), the most fervent and best organised of Somalia's Islamist groups, has links to several members of the Transitional Federal Government now in Mogadishu (see Feature), and to the city's powerful and well-armed Islamic Courts. Musa Sudi Yalahow and Yusuf Mohamed Siad 'Indha Adde' want an Islamic state; Indha Adde is widely believed to contribute funds to Al Itihaad.
