No one is getting drank instead they are trying to get a solution for many teenagers going astray. At least they have a place that they can hung out, socialise and not drink alcohol!

Do they mean Halal bar? because in America we call Inn -Hotels

But if they mean a Halal bar -then they wrong. bars aren't suppose to Islamic.
Look they have pools, music, tv, and even the drinking cups are wine glasses -
