If you closely read the highlighted area in both pages 99 and 100, you'll discover how the overthrown dictatorship that had lead Somalia for over 21 years missed used foreign food aid and other international charity to benefit itself rather then giving it to the refugees it was intended for (the refugees it brought about when it invaded Ethiopia over the Ogaden region, a region which Siad Barre had later signed away to Ethiopia). Another discovery is how this regime had also had plans to uproot certain Somalis in hopes of replacing them with another, a plan which the Majerteyn elites had come to oppose in a Daarood meeting organized and chaired by Siad Barre in 1983.
