I think by looking at the pictures this humanitarian effort is for drinking water !


People need drinking water there more than anything!

I doubt it is for drinking water, as the white lady is holding a small tree and in the backround you see some date palms, it is an irrigation system

This is humanitarian handouts for drinking water!

PS this town was literately handed out to Ethiopians, they are the new owners. Any development surely they would take it to Addis rather than berbera.
