The entire north African coast, including most particularly Libya, had been a Roman colony. There was essentially no government there when the Ottomans arrived and took control in 1551. The Italians invaded in 1911, but took control only with the collapse of the Ottoman Empire.
There was an agreement in 1999 to settle all colonial claims for $26 M. I have not been able to find a specific reason for the compensation or for raising the amount of the settlement. Italy did kill some Libyans, but also made considerable infrastructure improvements in Libya, and I have read that all of Italy's colonies, and most particularly Somalia, provided the the Italians a net loss.

Part of the deal is a $500M coastal monitoring system and a Libyan promise to stop illegal immigration into Italy. If you read the article, it sounds more like a friendly aid package than "colonial compensation".
