The US Dept. of Defence wanted to base Task Force Horn of Africa in Berbera, but the State Dept. refused so they had to put it in Djibouti.

So, the words of the civilians at the State Dept. count? Is it the same in Canada?

there is some of kind of tag of policy war going between The Us Dep of defense and the state Dep when it comes to Somaliland, The US Department of defense wants to deal directly with SomaliLAND, while the state department don't like that approach
