Why is IGAD so averse to having the Somali government actually in Somalia?

Tell me James who will protect and guarantee the lives of the Tigray funded group i.e the TFG?

Ethiopia can no longer sustain deadly attacks by somali liberation forces, all it can hope to do now is keep somalia politically at limbo by moving the TFG to Kenya.

Every time though it's, let's elect a government for Somalia... in Egypt! No, Djibouti! Wait.. Kenya!
Unless Somalis voted in a GENERAL Election, the government is a sham. If foreign governments appoint the Somali government it is not an election. Siad Barre seized power, he was illegitimate as well, but at least he was backed by Somali factions and pushed Somali interests.
