The Golden Opportunity
Xabash are retreating.
Victory is at hand.
Now is the time to form a National Unity:
1. President - ARS Djibouti
2. Prime Minister - ARS Asmara
3. Chief of Shura / Chief of Parliament - ARS Asmara / ARS Djibouti
4. Minister of Defense - Civil Society
5. Minister of Foreign Affairs - ARS Djibouti
6. Chief of Intelligence Services - Civil Society
7. Minister of Finance - Civil Society
8. Minister of Social Programs (Health, Education, Foreign Aid programs) - Civil Society
Assumptions:
1. Civil Society groups are to be free of influence and support for any of the ARS groups.
2. 24 month term followed by elections in 2011.
3. Focus on eliminating Treacherous Elements of the Vichy TFG through armed force & intelligence operations.
4. General Amnesty to all NONMANAGEMENT of the Ex-TFG but all management & decision makers must stand trial
5. Security arrangements with friendly governments to bolster the Defense forces: Technical & Military Assistance from Eritrea, Iran, Qatar, India, Republic of China (Taiwan), Sudan, Libya etc.

AbdiWahab252, what about Abu Mansuur, the leader of the only jabhad that's fighting the Xabash and liberating Occupied Somalia? You give government positions to those (in Asmara, Djibouti, etc) doing nothing, while you ignore those doing the hard job?

Minister of Defense should probably be al-Shabab. Those guys you want out of society and in the military, that's what the military is for.
Going back to civilian life, those guys will just be a nuisance and social problem. In the army, their combat experience and fanaticism is an asset, rather than a liability.
The Mooryan on the other hand, need serious rehabilitation, though the best and brightest amongst them should go to the army or back to school.

assumig everything goes well as in the rosey picture you painted and the Ethiopians leave.
Demobilization is doable but you have to include the current fighters into the millitary.
You should get a large chunk of the alshabab into the millitary simply to keep them under control..
Somaliland had similiar problems but we had better control..
from 5000-6000 fighters in 88 to over 50,000 in 91, the millitias multiplied as they got acess to SNA captured weapons, and we still managed to demobilize about half.
the army was supposed to be cut to 5000 as planned in 91, but due tot he 92-93
civil disturbances and the 94-96 civil war the army has continued to hover around 25,000.
keeping all those men in the army and payed and fed costs half the budget,
but the reward is peace and no mooryanism.

AbdiWahab252 like your wishful thinking. but the power base of the TFG isn't Ethiopia but Northeast Somalia. Just like the Resistance power base is South Somalia.

A "truth and reconciliation commission" is all good and dandy, but the reality is that some groups in Somalia need to pay for the actions they have committed. It is only fair and the right thing to do. Only then, after an equal playing field is created can we forgive and move-on.
