Lots of people have their fingers in Somalia, Ethiopia is just the most obvious culprit.

In no particular order:
* China (oil, backing AU mission)
* Kuwait (oil)
* Indonesia (oil)
* USA (anti-Muslim)
* Djibouti (pro-USA)
* Iran (anti-USA, anti-Ethiopia, pro-Muslim)
* Egypt (anti-Ethiopia, pro-USA)
* Sudan (anti-Ethiopia, pro-China)
* Eritrea (anti-Ethiopia)
* Kenya (pro-USA, backing AU mission)
* Ethiopia (pro-China, pro-USA, Oil, backing AU mission, access to ports, imperialism)
* Uganda (pro-China, backing AU mission)
* South Africa (backing AU mission)

Out of all of the above, only the South Africans don't have a conflict of interest.
