From what I've read it's not really clear what happened, but Mogadishu's deputy mayor Abdifitah Ibrahim Shaweye has already condemned the Ugandan AU forces.
According to the Ugandans, they were driving along and a roadside bomb exploded, which was the cause of the fatalities.
A smart leader does not condemn something where not all the facts are clear. When an investigation is undertaken and the Ugandan troops are indeed found guilty of murder, you can be sure there will be severe consequences.

Its pretty clear who killed the civliians as they have stated that the deaths were caused by gun fire. And this shouldn't surprise you as this is their normal tactic. Firing and bombing innocents any time they are targeted. That is their meaning of "peace" and their role as "peacekeepers."
Sharif now has to try to juggle his new role as president and one in need of AMISOM and as someone who is SUPPOSED to be standing for the truth. Just like he has to juggle his visits and pleasure time with Meles and the border invasions of the Ethiopian troops.
He is a politician and good at using words so we will see what he says...

Innocent lives will always be lost in a war like this. Al-Shabaab are the perpetrators and should bear the blame to this carnage.
