Subject: UNICEF and WHO legitimize Somaliland Sool Occupation

Please recall the email we sent few weeks ago to the Secretary General’s Special Representative for Somalia, Mr. Ahmedou Ould Abdallah, and copied to UN aid agencies’ country representatives for Somalia, including of course your own. Among the attachments to the email, we would like to mention two that are relevant to the subject matter of this open letter: one was a declaration from the traditional leaders from the regions of Sool. Sanaag and Cayn (SSC), in which they declared their irreversible membership of Somalia, and reiterated their rejection of being part of Somaliland’s secession for the umpteenth time

The other attachment was a press release issued by our own Northern Somali Unionist Movement (NSUM) in which we decried the inequitable distribution of international humanitarian and/or development aid among Somalia’s regions, with our own SSC regions being the most disadvantaged and deprived. In addition to this long-standing grievance, we have also highlighted the SSC regions disenchantment with the highhanded and often dismissive ways that UN aid agencies like yours deal with the SSC regions as being part of the illegal secessionist enclave based in Hargeisa rather than respecting and accepting their democratic choice of being part of the Puntland regional administration.

With the ink barely dry since we sent you our press release, we learned today that a joint UNICEF and WHO team, accompanied by Somaliland officials, have visited Lascanod, the capital of Sool, occupied by the secessionists since October 2007. We, as NSUM and the people of SSC regions, would like to put on record our strong objection to your collusion with secessionist outlaws in a manner incompatible with your mandate. Lest you have overlooked, your action, so soon after our communication to you, has wider ramifications: at one level, it is a downright rebuff to the declarations of the SSC leaders and to our own representation to you. At another level, this visit to Lascanod rubs salt into the wounds of the victims of the criminal and illegal occupation, among them the over 60,000 former inhabitants of the regional capital who have been forced to flee their homes and who still remain internally displaced. At a third and more critical level, it is a clear message to the administration based in Hargeisa and to the TFG that you consider them –the secessionists- as the lawful authority of the SSC regions

In every country in the world where you operate, you work under the guidance of, or in collaboration with your relevant counterpart in the national government structure of that country, and through them with the local authorities and civil societies in the regions, districts, towns and villages. This established practice has been conspicuously lacking in the case of the SSC regions. Instead, you opted to kowtow to the whims of the secessionist enclave, in regard to their preposterous claim to regions that are part and parcel of Somalia. Clearly, your officials’ mission to Lascanod in the company of Somaliland officials is tantamount to giving de facto recognition to their claim and conferring legitimacy on their secession from Somalia. This stance is not in conformity with the position of the UN nor with those of the wider international community. Above all, it represents a flagrant disregard for the inalienable rights of the SSC people to be part of Somalia and Puntland and not to be lumped against their will with the one-clan based secessionist entity.

Your provocative mission to Lascanod could have been overlooked if it was a one-off isolated case. Sadly, it is emblematic of a wider practice among UN system organizations who, taking advantage of the absence of a Somali government over two decades, have come to function as substitutes but unaccountable to no local authority with the exception of Somaliland. Under the prevailing environment, aid distribution in Somalia has become a zero sum game. What position a specific region occupies in the aid distribution league table depends on their relations with UN aid agencies and not their relative needs. As it is, the SSC regions are at the bottom while Somaliland is the top dog.

Needless to say, the NSUM and the SSC people, working closely with the incoming Somali government will spare no effort to counter the threat to Somali unity from certain international aid organizations whose harm outweigh any benefits they bring to the long-suffering Somali people. Our determined campaign is to make sure that erring aid agencies are kept out of our regions unless they become faithful to the tenets of their missions and mandates.

Isnt SSC a clan movement? why is it any diffrent the somaliland if so..Claim only dhulbanate inhabited areas..I honestly feel sorry for these people, the government should build them more schools and water wells..sannag looked more build then sool when i went there...but this letter is a waste of time. This is Africa...tribal borders is a big no no..Somalilands case is much stronger then any Somali state. The borders of 1960 shall stay..stop being qabilst and cooperate with someone other then a clan member geeeezzz

Whats your basis for Sanaag?

I never heard of the movement nor is Sanaag involved.
