Handicapped Parking: WTF !!!!

Why is it there are more handicapped parking spots than handicapped cars ? Fock, I hate driving around 6 levels of a parking garage and seeing 30 handicapped spots that are empty.

Why don't ticket and tow handicap cars that park in regular people's spots ?

I park regardless of the blue shid and if there's a real handicap in need of the space, I just twist my leg and walk funny, I know it's wrong but nowdays since obesity has been added to the disable group, I dont care anymore.
