My solution for Somalia's problems

Concerning the regions

- First and foremost, the total eradication of semi-autonomous/de facto entities because it promotes seperatism, expansionism and clan enclaves/empires

- Each of the 18 regions of the Somali republic to have an Islamic administration with approval and consent of a traditional council of elders (guurti) which is representative of their respective regions

- The Islamic administration should be given power over state matters such as education, medical care, state economy, infrastructure, a local police force etc

- The Islamic administration should appoint leaders and delegates to represent their regions in a national union of regional leaders to promote cooperation and understanding between the provinces.

Concerning the National government

- A balanced out parliament with a upper house and a lower house. This should cosist of parliamentarians who are clean and have no negative political background

- The National gov't should have the control over national issues like trade, international agreements, national security, sustainability of the environment etc

- There should be a commitee of major national Islamic scholars (being a branch of the gov't) which give out fatwas and declarations concerning matters such as drugs, alcohol and many other things. They should also have the responsibility of drawing up the constitution, making sure it abides by Islamic Law and ensuring it is enforced in every local and national administration in the country

- There should be a fully organised and disclipined army with the responsibility of patrolling the international borders and major strategic units accross the nation such as certain airports and seaports, they should recieve military training from freindly countries such as Egypt, Sudan, Libya, Iran etc

- There should be a national council of elders representing every clan in the country. They should have the ability to pass on any complaints and desires coming from their respective clans

- The civil societies, human rights groups, trade unions, reporters groups, women's leagues etc should all have the ability to pass on complaints and desires to parliament

The end of the old Somalia

- All clan and bandits militia found anywhere in Somalia should be disarmed, dimobilized, and rehabiliated. Those who can serve the country should be recruited into the national army, some can be given the task of labour work (i.e. construction work), the rest should return to civilian life.

- There should be a national department of justice which operates a court of justice in the capital, which will deal with every major case from stolen property to major corruption to war crimes since independence day.

- Every sub clan of every clan family in the country should have elected representatives which will participate in a huge national reconciliation program which will end all hostilities between all the Somali clans.

- There should be a national body of Somali traditionalists which will preserve Somalia's history, culture and tradition in order to ensure that modernisation does not have a negative impact on it.

What is the place of representative governing institutions Abakar?

How can we move from individual-decision making to collective decisionmaking mechanism?

Three things are very important for the future of Somalia, and solution of our problems:

- Collective decisionmaking mechanism
- Representative governing institutions.
- Separation of the powers: Legislative, Executive and Judiciary.



How to create these two things is were all other aspects revolve around.

That's looking 20-30 years into the future and ONLY IF the liberation forces are ready to hand their jobs to fat secular Somalis in the UK and Canada.

Firstly, you need a 5-year plan to bring immediate peace. I'd recommend the following, which I predict happening anyway:

-Withdrawal of all AU forces
-Dissolve TFG, including parliament and militia - all members sent to exile, no questions asked
-Sideline all clan elders and guurti, they will eventually dissolve once a workable system is put into place in the near future, they are of no use and cause trouble
-Dissolve and Disarm all clan militias, a plan already in action, but the process is being put in reverse by Sheikh Sharif's apologetic and soft policies
-Disarm all communities and individuals - already in progress and is complete in Kismayo and several other communities
-Provide legitimate security or labor duties to men, already in progress


Things don't need to be complicated. All these proposed ideas and plans won't work. The youth are marching on, doing the dirty work and doing it well, there's no need for diaspora to get involved, and collectively Somalis have been the single most worthless and destructive diaspora community on Earth, all we did for 20 years was supply clan militias and spy on our own people. We've already fucked things up. Let the Somalis figure it out, its THEIR country, NO longer our country. We have as much claim to it as we have to Korea.
