Well I don't think al-Shabab exists anymore as an independent organization, looks like they're all part of either Hizbul Islaami or this new Islamic admin in Baydhabo.

Well right now they are serving as leverage for Sharif's reforms of the charter and administrative structure. Basically speaking if it wasn't for Hizbul Islaami and this new administration demanding Sharia and reform of the charter before joining the government, there would be no impetus for change, and the pro-status quo elements in the TFG would have leverage for things staying pretty much as they are.

Sharif has essentially already made a deal with them, which is evident by the fact that there has been no fighting between the TFG and hardliners. The Ulema declaration this week is essentially the changes that Sharif and Hizbul Islaami and al-Shabab all want implimented, and they are all applying their own pressures, both within and without the TFG, to make those changes.
