i'm not really familiar with the US, but from what i've heard life is a lot harder there than say in the UK. There aren't any benefits etc, so you'd be more or less forced to work. So, if the person (assuming their kind of old) for whatever reason needs a little bit of financial help then why not? If they asked for the money in the first place i'm sure it makes a difference to them, they wouldn't aks otherwise would they? I'd say No, if i knew the money would go to 'unnecessary' things...
As for how long, as long as you can afford it...in the end you're the one getting ajar for it. But make sure you take care of your family first, it'd be stupid to give away money and then realise that you can't afford to take care of the family.

Giving is always a good deed but you should give it to those that really need it. I don't see any reason for any healthy legal individual in the U.S to take handouts. You make more at decent jobs in one day than you would in a month if you were to to take handouts.
