Jowhar is a large and profitable city, but how is it STRATEGIC? 
The gateway to the South is Xamar, and besides that its Beledweyn. Jowhar serves no use as any sort of "gateway." It simply serves as a political capital for the Abgaal clan.
Jowhar had its time between 2006 and 2008 to build itself into a political powerhouse in Somalia but it flopped awfully and turned back into a donkey grazing center.
Who needs Jowhar in the South when you have Marka, Baydhaba, & Kismayo?
