It is not minister of somalis in the west. It is the Ministry of the Diaspora and it makes perfect sense because there are millions of Somalia outside of Somalia and they send over a Billion dollars back each other to Somalia.

Foreign minister is for relations with other people, but the Diaspora needs their own seperate coordination.

Just imagine, if there was a nation or a group of nations who combined gave a free check aid of Billion dollars to Somalia, the Ambassador to that country would be more important than the president!
