its all "make a government"... "strengthen the government"

There is a cause and effect to everything inadeer. Somalia has been in anarchy for 20 years now and piracy has only been in effect for a few years now.
The Somali are weak but they have feelings and balls. The untold crimes in the sea have meant their match and it's about time. Fock the West I support Piracy because I understand the root cause off piracy.

yeah but the root cause is
1. clan politics from 500 years ago
2. isolationism
3. disregard for any political comprises between somalis... now they use 4.5.... what a joke

FAH,
The solutions lies in:
1. Air strikes against the pirate bases especially Eyl.
2. Interpol arresting pirate linked officials.
3. Creating a local Somali antipiracy force to combat the pirates on land

You just stated the root cause of the Somali problem, not the piracy. You see the piracy is hurting the west and those that have stolen our fish and dumped nuclear and medical Waste in our Waters. The Pirates are a little network that has caught the imagination without looting Somali's, raping Somali's sending suicide bombings and so on.

Piracy will only strengthen Maakhir. The Coast of Sanaag and Western Bari is not a harbour for pirates and such activities are uprooted by the locals under the Sanaag Security. Its only time Sanaag will become a headquarter to crack piracy throughout Somalia and provide intelligence to foreign allies.

Strong Government is absent and Mogadishu iyo Hargeysa don't want a federal Somali Government marka what should those caught in the middle do?

seems it's easier to destroy every thing than building strong government and to unite the somalis.
others will do every thing to protect their economy, so anaga ombey no damatay.

They should fund the regional governments to establish a police force that fights the pirates within the land and sea....then hold those regional governments and all their members accountable and culpable if they don't put an end to the pirates and their nonsense or don't reduce the threat significantly.
It's silly to fight pirates in the sea and it won't be sustainable for long. The locals know who these people are and they should be able to stop them especially if they have the threat of action against them hanging in the air. This way Somalis will have a recognised force patrolling and protecting their waters from the foreign criminals and the pirates won't have any legitimacy or protectors.

Do you even know how expensive marine boats are? A lot of stations have to be build every 20 km and the staff has to be paid.
Obama, the EU and China have to give Faroole 150 million USD
