I agree, he looks at things critically from all angles and is capable of admitting to mistakes his people, clan wise, have commited in the past.

General, the man hasn't got a soft spot for Siyaad, i can bring you direct quotations where he's acknowledging the mistakes the man made and is also to be held accountable for crimes under his watch commited to people.
The part he looked at in general was the progressive manner we were able to involve in for a certain period of time.
