Guddiga Dhexdhexaadintu iyadoo ka duulaysa kalsoonida uu siiyey Madaxweynaha JSL, Guddoomiyaha xisbiga KULMIYE iyo Guddoomiyaha xisbiga UCID, isla markaana dhegaysteen doodahoodii iyo qoraalladii ay noo soo gudbiyeen, kana hormarinay wixii kaleba danta dalka iyo ta ummadda, talooyin badanna ka heshay bulshada qaybaheeda kala duwan sid; culimada, salaadiinta, ganacsatada iyo waxgaradka kale, himiladeeduna tahay sidii doorasho xor oo xalaal ah loo gaadhi lahaa, jecelna inay soo afjaranto muruggan siyaasadeed ee taagan waxay go’aamiyeen:


1- Muddo-kordhinta:


1.1- In muddo-kordhinta Golaha Guurtidu siiyey Madaxweynaha iyo ku-xigeenkiisa ee ku eg 29/10/2009 ay tahay mid lagu dhaqmayo.

1.2- In doorashadu haddii ay ku qabsoomi waydo 27/9/2009 in aan Golaha Guurtidu u kordhin Karin Madaxweynaha iyo ku-xigeenkiisa; waana in arrinkaas laga ansixiyo golaha sharci-dejinta (Baarlamanka).


2- Muddada Doorashooyinka:


2.1- Doorashadu waa inay ku qabsoonto xilligii Komishanku u qabtay ee 27/9/2009, ololaha doorashaduna ka horreeyo bisha Ramadaan ee barakaysan ee qaddarinteeda leh.

2.2- Waa in Guddiga Doorashooyinku sida ugu dhakhsaha badan u soo saaraan waqti-hawleedka doorashada (Time-line).

2.3- In Server-ku natiijadii kama dambaysta ahayd ku soo saaro 27/7/2009 si waqti ku filan loogu helo hawlaha doorashada.

2.4- Qaddiyadda Komishanka waxay guddigani adkaynaysaa in Madaxweynaha, labada hoggaamiye ee axsaabta mucaaradka iyo Golaha Guurtida [oo ah cidda soo wada xusha] ay go’aan ka gaadhaan in la daayo, in la kordhiyo iyo in la beddelo.


3- Warbaahinta iyo Hantida Qaranka:


3.1- Warbaahinta Qaranka:

In saddexda xisbi qaran ee ka qaybgalaya doorashada Madaxtooyada laga siiyo warbaahinta qaranka xilli isku mid ah (air time) iyo waqti ku filan sida Radio Hargeysa, TV-ga Qaranka iyo wargeysyada qaranka.

3.2- Hantida Qaranka:

Hantida qaranka sida maaliyadda, gaadiidka iwm waa in aan xisbi gaar ah loogu adeegin.

3.3- Waa in dabagal iyo la socodka qodobkan warbaahinta iyo hantida qaranka ku xusan loo sameeyo guddi adag oo dhex ah awoodna la siiyo.


4- Xorriyadda Axsaabta iyo Hawlahooda:


4.1- Xisbiyada waa in aan loo diidin awoodaha iyo xuquuqaha dastuurka iyo shuruucda qaranku siinayo sida hawl-maalmeedkooda, dhaqdhaqaaqooda, madaxbannaanida qabashada shirarka iyo bannaanbaxyada.

4.2- In Madaxweynaha iyo Madaxweyne-ku-xigeen iyo ciddii u sharraxan jagooyinkaas ay leeyihiin xasaanad, karaamo iyo qaddarin.

4.3- In la sii daayo dhammaanba dadkii loo xidhay xiisadda siyaasadeed intii ay ka aloosnayd dalka.


5- Xeerka Hab-dhaqanka (Code of Conduct):


Waa in la diyaariyaa Hab-dhaqanka (Code of Conduct) ee xisbiyada xilliga doorashooyinka ka hor intaan ololaha la bilaabin.

So let me get this straight, after weeks of buuq iyo baaq from Kulmiye and some noice equivelant to a farting silent church mouse from UCID, they have come to an agreement whereby:

The elections should take place on 27 September 2009, and the campaign should be done before the month of Ramadan which is in August thus the campaigns should be held in July.

They want the voters registration database to be complete by the 27th of July.

Public services and demonstrations should be held by all parties and not like what UDUB has done in the past banning other parties from holding meetings and conferences in hotels and the government releases all prisoners that have been arrested during the marches.

A panel should be 'selected' that shall over see this new 'plans of agreement'

First UDUB selects the voters registration committee and now it looks like this new panel shall be selected by them as well.
The only gains Kulmiye might have add is holding more conferences but their latest bensd over backwards motives surely have casted doubts in the minds of those back home.

I seriously hope the old man has got a plan B this time in motion, surely this can't be it.
