Formula:

1. Region = Must bring 1 region of the country into the government. No Homeless politicians.

2. Manpower = Must bring men to fight for the government

3. Experience = Must have experience in management of a political group

4. Qabiil = Must be influencial in his qabiil and draw support for the government from them

0.5 = Must be able to look wadaadish (for local consumption) yet not too scary for the International Community


If you can't return to your region, can't bring men to fight, have ZERO experience, and your qabiil doesn't support you, YOU DON'T QUALIFY.
