Are you familiar with hubris? It is overweening pride. It is what comes before a fall. It is what says Somalia is different from Pakistan when they are actually very similar. The West perceives dangers in both and has been willing to pay to keep those dangers at bay.

From 1969 until 1977 Somalia was a Russian client-state. Barre attempted to switch sides after the Somaliweyn fiasco when the Russians cut him off; but that didn't work because Carter only promised him defensive assistance and ended even that after the attacks on the civilian population began. Enter the UN and more NGOs. As clever as they thought they were in playing one side against the other, the Somali government and the welfare of the Somali people has been subsidized by outside forces in one way or another ever since independence.

Consider that Ethiopia takes the place of India in it's relative position to Somalia and Pakistan. Somalis are present in Kenya, just as Pashtuns (read Taliban) are present in Pakistan. It makes for troubles.
