The tugs and gravel basins could be mined for alluvial material without any heavy equipment or blasting. All you need is a shovel and a screen.

The old single-jack technique of hitting a long rotating chisel with a hammer, or double-jacking with one man on a sledge and another on the chisel to make blasting holes, does work. Where gems that could fracture in a a blast are being extracted, expansive compounds are substituted for blasting powder. This can be done quite cheaply.
