Cases of fathers defiling their children are the most common form of abuse, according to findings of a research released yesterday.

The research on levels of child defilement in Kenya indicates that 40 per cent of reported cases involve fathers sexually molesting their children.

The shocking verdict means homes have become preying grounds for rapists.

Out of every 100 rape cases handled by police, child rights groups, and selected hospitals, 40 were committed by fathers; according to the study conducted by the Chambers of Justice.

Uncles were increasingly being caught in incestuous relationships with children, followed by neighbours and teachers in the "list of shame."

Sports, Gender and Social Services Minister Ochilo Ayacko termed sexual crime "a national disaster."

According to the report, rapists were turning to younger children: out of 717 cases sampled, 43.5 per cent involved girls aged one month to four years.

Releasing the report yesterday, the Chamber’s chief counsel, Mr Ababu Namwamba, said incest, or rape by close relatives, was the most common form of sexual abuse.

"The home, which is viewed as the cradle of love and care, has been poisoned. It has become very dangerous for children," Namwamba said.

The report, titled ‘The Defilement Index: Status Report on Trends in Sexual Abuse of the Girl Child in Kenya’s Urban Areas’ says children were commonly abused by those known to them.

Namwamba said the report was prepared after a study of 717 cases reported and the data analysed scientifically.

The research was conducted from April last year to last March in collaboration with Care-Kenya, a non-governmental organisation.

It says 23 per cent of defilement cases were committed by uncles, 29 per cent by neighbours, while teachers committed eight per cent of the rapes.

Homes were the base of 83 per cent of the reported cases and schools 4.9 per cent. Incest accounted for 74 per cent of the abuse cases reported, followed by other forms of rape at 22 per cent.

"The girl child is not safe anywhere. At home, she has to contend with the preying misadventures of her close relations, who may include her father. In school, she is not entirely safe from both male teachers and fellow pupils," reads the report.

In addition, prevalence of defilement of girls aged five to eight years stood at 33.2 per cent, while the least prevalence was recorded among those in the 17 to 18 age bracket. Sixty-per cent of child rights workers interviewed said the most vulnerable girls are those between nursery school and Standard Four.

In a speech read on his behalf by Assistant Minister Alicen Chelaite, Ayacko said: "The trends are symptoms of an ailing society whose morals are in tatters."

The report spells out proposals to prevent rape, including the formation of a sexual crimes prevention unit in the police force. It recommends life sentences for rape and defilement.
