Learn your history.
Lieutenant Speke has passed through three large tribes, the Warsingali, the Dulbahanta, and the Habr Gerhajis. The Warsingali have a Sultan or Chief, whose orders are obeyed after a fashion by all the clans save one, the Bihidur. (Bah-Iidoor)......In case of murder, theft, or dispute between different tribes, the aggrieved consult the Sultan, who, assembling the elders, deputes them to feel the inclinations of the "public." The people prefer revenging themselves by violence, as every man thereby hopes to gain something. The war ends when the enemy has more spears than cattle left--most frequently, however, by mutual consent, when both are tired of riding the country. Expeditions seldom meet one another, this retiring as that advances, and he is deemed a brave who can lift a few head of cattle and return home in safety. The commissariat department is rudely organised: at the trysting-place, generally some water, the people assemble on a day fixed by the Sultan, and slaughter sheep: each person provides himself by hanging some dried meat upon his pony. It is said that on many occasions men have passed upwards of a week with no other sustenance than water. This extensive branch of the Somal is divided into eighteen principal clans, viz.: 1. Rer Gerad (the royal family). 2. Rer Fatih. 3. Rer Abdullah. 4. Bah Ogeslabaay. 5. Nuh Omar. 6. Dubeys. 7. Geraad Liibaan......

The Habr Gerhajis, here scattered and cut up, have little power. Their royal family resides near Berberah, but no one as yet wears the turban; and even when investiture takes place, a ruler's authority will not extend to Makhar. Three clans of this tribe inhabit this part of the Somali country, viz., Bah Gummaron, Rer Hamturwa, and Urus Sugay.
1855.

You didn't get the gist of this historic report.
The author means that the region of Makhar (Maakhir) have a sultan and commisariat department(House of Assembly). Thus, the Habar Garxahis that happen to reside here have been cut off from Berbera where their chieftain, resides. Thus, they have little power and come under the administration of Sultaan Mohamed.

First of all, the Isaaq in Sanaag are still on the margins of activity despite Somaliland getting all manner of support from Ethiopia. Still, this region which is much bigger than all the combined Territory of Isaq is in the hands of the powerful Warsangeli tribe.

Just recall what happened to your Defense Minister and his heavily armed Isaaq militia when he stepped on Sanaag soil? Wasn't that an unforgettable lesson never to be repeated? From corner to corner, you flooded us with cries of river of how the former NSS chief aka Riyaale has ruined all of your achievement and how he slapped your Isaq with the biggest humiliation.

Don't force me to dig the records of ur cries.

Yunis, I am glad you admit that major defeat. But make no mistake about it, ur HabaJeclo defense chief said that he was in the middle of Enemy Territory and that to even think of holding up for hours would tantamount to killing off his soldiers.

He made one quick and non-stop sprint into western Erigaavo for a brief respite before he went back to Burco and made his Press statement about the humiliating defeat.

About Laasqoray, haha you must be hallucinating to think of capturing that historic city. It was a few hours of unannounced, unexpected show-up. They were led by a Warsan/Dubeis guy who is the head of the SL's weakling Militia based in CeelAfweyn.
In less than hour, they posed for photo opportunity at the beach - which was their main goal. Lol. That was how desperate the seperatists can get before the fearsome and roaring king of the jungle aka the Warsans.

Adeer, the Warsans are the most feared fighters in the Horn. Not even the English could extend his authority into this beautiful territory of Calmadow. From Axmed Gurey to the time of Sayidka and Suldaan Maxamuud, Sanaag and western Bari stands out tall in the face of constant adversity.
