What is the difference between Austrians/Prussians & Germans

I haven't noticed that somali ppl even live in austria but do they live as austrian citezens????
Do they have the right to live in austria,even though austrians are racist?The Austrian ppl dislike black and foreign ppl.
Coz I know that there is a small Somali community in Austria and most of the somalis in that country are ppl who search for a better life,not living in there but like passing through Austria and going to other wealthy countries such as the U.K,the Netherlands,Scandinavia and Germany etc.
