MOGADISHU, Somalia July 19 (Garowe Online) - A member of Somalia's transitional federal parliament has been accused of incompetence and was replaced in a vote Sunday, Radio Garowe reports.

MP Ismail Hassan Jama, who chaired parliament's finance subcommittee, was voted out by members of the subcommittee, parliament officials said.

The vote took place in Mogadishu, with parliament Speaker Sheikh Aden "Madobe" Mohamed present as nine MPs present out of the subcommittee's 17 lawmakers voted to oust MP Jama.

MP Hassan Mo'allim, a member of the subcommittee, told reporters that MP Jama was voted out as chairman of the subcommittee after being accused of "incompetence" and "long-term absence" without valid reason.

The finance subcommittee's new chairman, MP Jamal Hassan Osman, was voted in unanimously after he received all nine votes possible.

Speaker Madobe, who spoke with reporters afterwards, said the vote took place at a time the Somali parliament is preparing to open a new session in Mogadishu, where a bloody anti-government insurgency has been raging nonstop since early 2007.

"The country is in grave danger and it is important that parliament's debates and contribution be resumed," the Speaker said.

Somalia's transitional federal parliament has not met in Mogadishu since April, when insurgent mortars pounded the parliament building and surrounding homes. Hundreds of MPs in the 550-seat parliament are outside Mogadishu and many are exiled in Nairobi, Kenya.
