From a religious point of view, he can't refuse because that's cutting of relationship with one's relatives and the Prophet (saw) said anyone who cuts off relations with his close relatives will never set foot in paradise. But it depends on who the relatives are and how immediate to her/him they are. But since its his own money, no one can force him to send to her relatives. Best scenario would be for her to get her own money and spend it as she sees fit. No point in relying on someone for everyday things, that's no way to live.
