Not Another Masjid

I am talking with an uncle who wants to build another mosque in Somalia in Galmudug. I asked him where he wanted to build it and he says a small tuulo deep in the interior. I asked him why he wanted to build another mosque when there is a severe water shortage in the area. Why not create at least 3 or 4 deep water boreholes to provide water in the area ? I couldn't convince him but I am puzzled why big masjids are being built in areas that lack clean water or access to water. Water is life and there is much ajar to be gained every time someone drinks from it.
