It's a fairly generic item, multiple cultures and ethnic groups have similar garments, so I doubt you can pinpoint one area of origin.

Its actually a pacific islander style. It goes way back to the indigenous Javanese of Indonesia as well as Samoans, Hawaiians, and other pacific islander people.

I had a Samoan classmate this summer who wore it and told me it was also native to Samoa.

But some idiots think its Arab, I did too, but remember this, every group in the world used to have some form of skirts or kilts like macawiis before pants were accepted widely, so I guess they're right too. Somalis and Arabs just buy the current macawiis style because Indonesia mass produces them, its simply a foreign import like coca cola, it doesn't mean Indonesia has cultural rights over it though it is indigenous to them as well as other folk.

It was from Indonisia due to trade it reached yemen coast lines and then Somalia. Like paidmonk said a lot of islanders wear similar clothing.
