شكلت الإدارة الإسلامية في كيسمايو لجنة للزكاة تقوم على أخذ الأموال من الأغنياء وصرفها على مستحقيها الفقراء والمساكين والمتضررين من الكوارث الطبيعية، حسب القائمين عليها.
وتتكون اللجنة –التي يترأسها الشيخ عمر حياك الله- من ثلاث وحدات رئيسية: اللجنة الإدارية، ولجنة التنسيق بين الإدارة وأصحاب الأموال، ولجنة المرجعية (العلماء).
وفي تصريح للجزيرة نت يبرر حياك الله إنشاء اللجنة بأن الزكاة هي "الركن الثالث من أركان الإسلام، وهي من شروط التمكين في الأرض".
ويجمل الشيخ عمر الصعوبات الماثلة أمام لجنته "بعدم وجود تجربة سابقة على مستوى الصومال"، مشيرا إلى أن أسلوب تحصيل أموال الزكاة من الأغنياء يراعي مبدأ التدرج والتيسير، "لأن خطتنا الأولى تقوم على إحياء أداء فريضة الزكاة بصورة جماعية".

ترحيب حذر
من جانبهم، رحب التجار في كيسمايو بحذر بإنشاء اللجنة، ورغم تأكيدهم على أنهم يخرجون الزكاة ويصرفونها على مستحقيها، فإنهم شددوا على أهمية التعاون بين الأغنياء والإدارة الإسلامية في سبيل تقديم المساعدة للفقراء والمساكين.
وطالب رئيس اللجنة الاقتصادية حسن محمود يوسف بعدم الاستعجال في التطبيق "لأن التجربة الجديدة غير معروفة لدى الصوماليين" مشيرا إلى أن "التجار يخرجون زكاة أموالهم فرادى"، وأعرب عن أمله أن تساهم هذه التجربة في تحسين مستوى المعيشة المنهار في كيسمايو وحواليها.
ويواجه سكان محافظة جوبا السفلى (كيسمايو) كغيرهم من الصوماليين ظروفا سيئة للغاية من غلاء المعيشة والجفاف والفقر المدقع الذي يفترس أسر الفقراء، والأمراض التي تحصد أرواحهم، والبطالة التي تهدد الأسر بالتفكك والانهيار.
