Scientifically, it does. As long as your having regular periods, you should be ready for child-bearing.

The problem here isn't her age, but lack of facilities. If the same 12 year old gave birth in a Western country, she'd probably have made it.

As a woman who has made it through puberty, Ill tell you now that the functions of the human body which enable women to give birth safely, such as larger hips; develop with time. When a woman has completed puberty, she is able to give birth much safer than when she was a child having a period. Just because hospitals in the west can cope with this sort of case, does not make it ideal.

I don't think anybody is actively looking for an ideal birth. As long as you come out it alive there is no issue.

A 12 year old with adequate facilities will come out of childbirth just as well as a 30 year old woman. No need to discriminate, this is personal choice. Besides, the younger the better.
