I heard that the Somali piracy started over fishing-rights. With no central government to defend their territorial rights, industrial trawlers from around the world depleted their waters, destroying the way these people survived. The pirates went after the trawlers first and then, being entrepeneurs, they saw the $ in going after tankers, container ships, etc... I'm not saying it's right, but it's seems karmic!
