I think it is a ploy. Remember, in any conflict, it is part of the strategy of the enemy to buy time and divide his adversaries. They want this selection they are conducting to pass without incidents. They think their very much "obsessed" fiction of "recognition" will be jeopardized if conflict takes place. So, it i a ploy.
