I believe he is being used by foreign countries whose long interest is to prevent any kind of peace of normalcy returning to Somalia. Imagine he is declared Somalia's president but not afforded to have enough funds to form a strong military force. He is there to be used as a cover for foreign countries' attempts of ensuring no one single faction taking over Somalia's capital. What many people do not know, he and the PM did not choose most of the capinet members in this government. The key ministries in the government were chosen by foreign countries. However, he is a less danger than the fellow Named Sakiin. That is more dangerous man to the existance of the Somali state than Shariif Axmed. As long as Sakiin and Indhacade are in that government, expect chaos and constant infighting.
